Introduction of state health insurance in Uzbekistan: Reforms and opportunities for investors

​Uzbekistan is taking significant steps toward improving its healthcare system with the adoption of Presidential Resolution No. PP-311 dated 5 September, 2024. Starting from 1 July, 2025​[1​]​ citizens will be able to access free scheduled inpatient medical care through an electronic queue system in regional and municipal healthcare facilities where state health insurance mechanisms are implemented.

  

   

The new resolution broadens access to medical assistance, ensuring that the following groups are entitled to free healthcare services: 
  • Taxpayers of income tax and social contributions. ​
  • Individuals who have paid the necessary taxes to calculate their employment duration. 
  • Minors, students, pregnant women, and individuals caring for children under two years of age. 
  • Officially registered unemployed individuals, pensioners, and families recognized as low-income through the Unified Social Protection Register. ​

From 1 January, 2027, it is expected that individuals who have paid taxes for at least six months in the previous year will be entitled to free high-tech medical services under the new state health insurance system[2]​​​​. These developments not only enhance healthcare delivery but also create new business opportunities.​

To encourage investment, from 1 April, 2022, to 1 January, 2025, the import of spare parts for medical equipment, medical products, and consumables for medical purposes will be exempt from value-added tax (VAT)[3​] 

The President has approved a phased introduction of public health insurance by 1 October, 2026, typically funded through taxes, ensuring that citizens incur no additional costs for covered medical services. The Ministry of Health will approve a guaranteed package of free medical services by the end of 2024, which will include medications and laboratory tests for common illnesses. To this end, the Fund for Public Health Insurance has been established under the resolution, which will be formed through citizens' taxes and cover expenses for medications. Both public and private healthcare institutions will be involved in delivering these services. Financing will be based on agreements with the state health insurance fund. Medications included in the guaranteed package will be provided to patients at no cost, based on electronic prescriptions issued by doctors.
